Just downloaded 7.6.3, and copied its condor_rmdir.exe to all machines in our pool as you suggested, and now the execute dirs are being deleted! That problem solved, thanks to everyone for the suggestions.

I just tested 7.6.3 and it's fixed there.  so you could install 7.6.3.  or you could replace condor_rmdir
with the version from 7.6.3, or comment out the lines in the config file that enable condor_rmdir.

     condor_rmdir /?

from a command prompt.  does it crash? or do you get the basic useage
output?
