FYI, I don't see any reason to put the FILESYSTEM_DOMAIN macro .

I just tried this without this and same results :-)

I wrote the exact opposite. If you use
should_transfer_files = ALWAYS
your executable will always be copied and run from the EXECUTE
directory. The values NO and YES should also work when specifying
should_transfer_files.

You should be able to find all the information in the condor manual
(refer to sections 2.5.3 and 2.5.4) - well written, without my
gratuitous error.
