I don't think so, because when I was using condor 7.2 it has no /usr/lib/condor/webservice directory. 
so I was not able to start soap api server on it. When I installed latest version then I was able to start my soap server

A LONG time. These days I'm suggesting folks look at Pete's work on the Aviary contrib. It takes some lessons learned from BirdBath, but sticks with SOAP in the first version.
