What about several header files which share the same name with Condor's
own stuff in /usr/lib/condor/chirp? Would it be safe to put 
-I/usr/lib/condor/chirp at the beginning of the INCLUDE setting?

I'm running a Debian installation, and would like to build a deb package
of parallel_wrapper - with the proper versioned dependency on condor.
Any suggestions how to achieve this?
