Eric,

Assuming that this isn't a NUM_CPUS configuration it may be that
Windows has all but one CPU or core disabled.

Run msconfig.exe, select the Boot tab, click "Advanced options". Is the
box next to "Number of processors" checked? If so then that's your
problem. Uncheck the box, save everything, and reboot.
