I don't see either of those values in the "condor_config_val -dump"  
output, but DETECTED_CORES is 8, so the correct number of cores is  
being detected. According to the manual, the default value for  
COUNT_HYPERTHREAD_CPUS is true, the default value for NUM_CPUS should  
be DETECTED_CORES.
