Ah, OK. After looking at this, I think condor_config.local should not be
in the rpm. This way there's no chance of distro maintainer accidentally
overriding any local settings.

Still, I think that should be spelled out in TFM. Otherwise the only
people who know what overrides whom are the ones reading this thread,
and personally I don't expect to remember this by the time I need to
edit my condor configs again.
