Thanks...turns out I DO need the security stuff apparently to use run_as_owner which is really needed for Windows.

If you are running HTCondor 8.2.x (or 8.3.x) don't forget to remove the "use SECURITY : HOST_BASED" Âstatement from the base condor_config file.
