You can't.
But it only has any effect on the user by user level.

 Condor has always been this way ever since I can remember.
 If the group already exists in the condor AccountantNew.log
 then changing GROUP_PRIO_FACTOR_group_xxxxxx
 will not affect any existing users that are members
 of that group.  You have to do the condor_userprio -setfactor.
