You likely added the line after the "queue" command which is the last thing condor_submit will ingest.

What version are you using? The "accounting_group" and "accounting_group_user"
submit description directives were only added relatively recently, I think
maybe at some point in the 8.0 release. Prior to that you had to
use + notation.
