I Have Never Tried It But:

if you're using cgroups, you can use the blkio.throttle.write_bps_deviceÂknob. condor attaches to the blkio controller and so each job will exist as a child of the htcondor cgroup. I think each job will be given, by default, equal weight within the throttling limit.
