I still have not been able to connect to the HTcondor cluster due to Power Outage..

However, in the mean tim I was trying to make things work natively on a Mac..
While the installation of Graph and Xmgrace is not perfect on that Mac (need to specify library location,) I did get the same problem with the error creating a temporary directory.

This is to say: unset TMPDIR also "saved the day" on the MacOS!!!

In the case of Singularity, the process never even saw that Chart/Graph and Xmgrace were installed.
But, if that was fixed, indeed the TMPDIR method should be emplyed as well.

Now that Greg's answer made me look, Singularity wouldn't have helped:
it's a bug that would work the same way in singularity -- as long as
$TMPDIR is set and is not /tmp. (The key bit that I didn't pay enough
attention to is that it fails on the *second* access.)
