AFAIK,

The answer is no; you'll need cygwin. It might be possible to compile the
shell program with cygwin and install it standalone, however. I've done this
with other cygwin programs, but not with something as complicated as a
shell.

Basically, take the shell executable and cygwin.dll and copy them to another
machine, and see what happens when you try to run it.
