[condor-users] useless idle ?

Heya,
I'm the only user on Condor Windows network and when I submit jobs to
vanilla universe, they sometimes get executed right away and sometines, they
stay idle for some time. Why are they not run streight away, when I'm the
only user ? And when starting condition is set to true ?

snippet on condor_config:
-----
START = TRUE
SUSPEND = FALSE
-----

condor_q -analyze says
-----
      1 are rejected by your job's requirements
      0 reject your job because of their own requirements
      0 match, but are serving users with a better priority in the pool
      3 match, but prefer another specific job despite its worse
user-priority
      0 match, but will not currently preempt their existing job
      0 are available to run your job
-----
but I'm the only user and I submited only one job.

I tried to search through FAQ and mail archive, but didn't find an answer.
