No, there's definitely some syntax error in your config file, which
causes Condor to think that START expression is undefined. local config
always overrides/adds configuration attributes, but is absolutely
optional as you noticed on other installations. I would get a fresh copy
of config file and try running with it. The chances are that if START
expression is not recognized, maybe there are other attributes which are
parsed incorrectly, but the errors are not reported.
