Means that both the rank and priority reasons for preemption respect
max retirement time as was my understanding.


That is correct. The retirement policy is a solemn promise made by the startd that, whatever may happen, the startd will not kill the job for the specified amount of time, unless the job ClassAd itself specifies a smaller amount of time.
