You could upgrade ...  6.7.2 is somewhat old for  a developer release.  I'd suggest replacing the binary with the current 6.7.x release.

If you are determined to make 6.7.2 work, do "condor_off -master", put
    MASTER_DEBUG = D_FULLDEBUG
into the condor config file, then from the prompt do
   condor_master -f -t
and see if you get any enlightening messages.  And when it exits, do echo $? to see the exit status.
