When your jobs run have you put the %SystemRoot%\system32 in your path
(note that no machine specific path settings are cascaded to the
executing environment of the condor job)?

normally this will be something like

C:\WINDOWS\system32

Also if you are on win2003 then you should make sure that Everyone has
Read & Execute permissions on the dll
