For the benefit of anyone searching the archives: replacing
sbin/condor_quill, bin/condor_q and bin/condor_history in 7.0.0 with the
6.8.6 binaries works.

Adapting to the new scheme is going to take us some time so I'll just
use the old Quill for now.
