If you think of it as meaning the owner of the machine (the person who
controls what get's set as the start/preempt/suspend config settings.
Has decided that the machine will not run any of the currently
available jobs, thus it is remaining accessible to the owner, even if
they are currently not using it.

It is perfectly possible for another user to use the machine
(interactively say) and for the machine to stay out of the owner state
as the real owner has decided that this should not prevent condor jobs
running on it..
