I ran in to a bug in the 7.2.1 zip file install. It's missing some MS
run time library DLLs. The MSI should be okay though. Thought perhaps
you were seeing successful execution of the condor_* commands as you
because you have the required MS run time libraries in your path. But
when you run a job the PATH is missing these run time libraries so the
commands are failing.

That's a plausible scenario here.
