Could your APPEND_REQUIREMENTS check to see if the job is Scheduler 
Universe?

JobUniverse == 7 || MY.RESOURCE_GROUP == TARGET.JOB_GROUP

maybe,

ifThenElse(JobUniverse == 7, TRUE, MY.RESOURCE_GROUP == TARGET.JOB_GROUP)
