That can't work as non-root user unless docker install is b0rk3d as you
say. On both hosts `docker info` works as root and doesn't as condor:

Centos 6 shell:

> sh-4.1$ docker info
> Get http:///var/run/docker.sock/v1.19/info: dial unix /var/run/docker.sock: permission denied. Are you trying to connect to a TLS-enabled daemon without TLS?

Centos 6 StarterLog:

> 08/29/19 13:23:29 (pid:279227) '/usr/bin/docker info' did not exit successfully (code 256); the first line of output was 'WARNING: Error loading config file:stat /root/.docker/config.json: permission denied'.

Centos 7 shell:

> -sh-4.2$ docker info

Centos 7 StarterLog:

Another difference is that docker version is 1.7 on centos 6 (last
available) and 1.13 on 7.

Personally I think kool-aid and long time is a bit of a mixed metaphor,
but then again: confusion is one of the main side-effects of
antihistamines so whaddya expect. ;)
