I think if you set your PRIORITY_HALFLIFE to 1 you'll see it reach equilibrium a lot faster.
Maybe it's related to the Negotiator interval which is 30?

Ideally User two should have a smaller value, i.e., higher priority, so
that it would preferred during the next negotiations.
