What I would also suggest is using Condor perl library. If you are using
Windows, you should pick that library from the Linux distribution of
Condor (look at /lib for Condor.pm) and change a couple of lines, but
it's easy and it'll work. I did it and it worked for me. See Condor
manual for Condor perl interface section. It really makes life easier. 

In general, dear Condor developers, it would take you at most 1 hour to
make Condor.pm work on Windows, and it would save  hours of work to the
users. I'm not talking about fixing bugs, just make it work on Windows
out of the box.
