I want to model a crossbar network with increased network latency as
the size of the crossbar is increased. Any suggestions on how to do
this? I'm thinking of using a single router and changing the number of
pipeline stages to simulate a multi-cycle switch traversal stage.

Garnet is only meant for networks with routers. If you specify a crossbar, I
think the topology would be all-to-all with multiple routers instantiated.
