You could try to actually /make/ a crossbar out of links and routers using the topology file. You would have to make your own decisions on radix, latency, etc., and you would have to make one 'crossbar' per configuration.

Garnet is only meant for networks with routers. If you specify a crossbar, I
think the topology would be all-to-all with multiple routers instantiated.
You can check what will happen in ruby/network/simple/Topology.C
