Why are you "suspicious"

I would think that anyone using condor for such any sort of large scale system will tend to construct their own scafollding around the systems to deal with such things (non of my users want emails, even on errors) so the email route isn't that big a deal for many of them.

This area has simply never been sufficiently important to merit the sort of complex work that making it highly configurable would require (especially if the current mechanism of using an external process for the email sending is maintained).

This isn't a bug. It's a simply a feature important to you (and may be important to others, it's been asked before) but ultimately work on condor get prioritized by the complex budgeting rules of an acedemic environment mixed with some comercial support.

Since condor is now properly open source you're free to add more to this feature and I I'm not a condor developer but I think it likely they would consider accepting patches if they were good enough.
