My bad, sometime in the past I had added
ADD_WINDOWS_FIREWALL_EXCEPTION=False to the local condor_config. I just
now tried stopping and starting the condor_master.exe service with that
line both active and commented out. Like kschwarz, all the condor exes
start immediately with the above line, but are delayed about 10 mins
without.  So problem solved though it's certainly not obvious to a
condor noob.
